Under the watchful eye of a neighbor, children play in a tree in the Lake Park neighborhood. The West Valley City police department have declared the Lake Park neighborhood a "Model Neighborhood" after a year-long investigation culminated in six arrests Thursday morning In all, 55 people have been charged in the course of the investigation.
